John Conly is a Senior Project Manager with Certrec’s Office of Licensing and Compliance Team. He has more than 40 years of commercial nuclear experience, with a strong focus in licensing for both operating and new plants, and in licensing management and project management.
Mr. Conly was assigned as the Combined License Application (COLA) Project Manager responsible for preparation of the COLA for two Mitsubishi US-Advanced Pressurized Water Reactors at Comanche Peak. He was also assigned as the COLA coordinator for two GE-Hitachi Advanced Boiling Water Reactors at the South Texas Project. He developed, submitted, and defended changes to the Updated Final Safety Analysis Report and Technical Specifications for steam generator replacement. He provided licensing support for meeting multiple NRC Orders regarding plant security and for a subsequent NRC Security inspection.
Mr. Conly supported Ontario Hydro Nuclear/Ontario Power Generation in their recovery of eight voluntarily shut-down CANDU units and prepared formal submissions to the Canadian Nuclear Safety Commission. He has prepared documentation for NRC review to close issues from a Diagnostic Evaluation and Confirmatory Action Letters to gain removal from the NRC Problem Plant List.
Mr. Conly is currently assigned to Certrec’s Office of Licensing and Compliance with assignments both in the field and in the office.
