Bob Biggs has more than 35 years of utility experience in power plant operation and maintenance (nuclear, fossil, hydro, and wind generation), protective systems, self-assessment programs, facility ratings, and regulatory compliance.

As Chief Warrant Officer with the U.S. Navy Submarine Service for 21 years, Bob supervised a broad range of engineering, operations, and maintenance issues, including planning, electrical and machinery repair, and assurance. This expertise was transferred to the utility industry where Bob served 17 years with Entergy as Superintendent of Electrical Maintenance and then eight years in Regulatory Compliance.

As Entergy's licensing supervisor and regulatory coordinator, Bob supervised inspections, preparation of license change notices (LCN), license event reports (LER), violation responses, and other regulatory correspondence. He led and performed common cause initiatives that became models for the company's common cause and corrective action methodology that were recognized by the Nuclear Regulatory Commission as "innovative."

As an expert in the area of regulatory compliance, Bob deeply understands the regulatory life cycle of standards, rulemaking, audit, enforcement, and mitigation. With the advent of the North American Electric Reliability Standards (NERC), Bob was called upon to apply his regulatory expertise as part of Entergy's Electric Reliability Standards Corporate Compliance Division.

Responsible for development and implementation of Entergy's NERC compliance processes and procedures, Bob conducted assessments of business unit NERC compliance programs, supervised audit and reliability readiness evaluation preparations, and interfaced with Regional Entity enforcement.

As Certrec's Office of NERC Compliance Services Director, Bob helps clients understand the nuances of NERC reliability standards and enforcement, how to communicate effectively with Regional Entities, and how to mitigate regulatory findings.
