Senior Engineer


David McNeill is a Senior Project Manager in Certrec’s Office of NERC Compliance Services. Before joining the Certrec team, David was the Transmission Regulatory Affairs Coordinator for Entergy in Jackson, Mississippi, where he was responsible for the identification and strategic resolution of policy and tariff issues associated with transmission operations and planning, including the development of testimony filed in support of petitions for Certificates of Public Convenience and Necessity. Previously, as Manager of FERC Compliance for Entergy Services, he was responsible for facilitating corporate-wide compliance with applicable FERC regulations, providing regulatory support, training, and compliance monitoring to all business units within the franchised public utilities, market-regulated power sales affiliates, and service companies.

David’s 28 years of industry experience include management roles with responsibility for FERC compliance, transmission system operations, NERC reliability coordination, transmission customer interconnection, transmission tariff administration, transmission stakeholder interface, creation of an independent transmission organization, and transmission business operations. As an Electrical Engineer, David was certified as a NERC System Operator and held positions with responsibility for industrial power system design, NERC compliance, nuclear plant operations, nuclear licensing, transmission planning, transmission system storm restoration, business continuity, protection system and control design, and state regulatory interface. During the course of his career, David assisted preparations for numerous NERC and FERC audits by developing data request responses, providing sworn oral and written testimony, conducting mock audits, and assisting with witness preparation.

David received his Bachelor of Science in Electrical Engineering from the University of Texas at Arlington and a Bachelor of Arts in Chemistry and Psychology from Austin College in Sherman, Texas. He enjoys managing his family’s farm, welding, cycling, and traveling with his family.
