Last month, we asked our audience which document defines the technical and operational design of a nuclear plant? Overall, the most voted answer was Final Safety Analysis Report at 84 percent. In second place, Operator Licensing Guide received 11 percent of the vote. Finally, Safety Training Manual and Fuel Handling Procedure tied for last with three percent each.

The correct answer is Final Safety Analysis Report (FSAR). The FSAR for operating plants—defines the technical and operational design of a nuclear power plant. It includes detailed descriptions of the plant’s systems, structures, safety features, and operational parameters, along with analyses of how the plant will perform under normal and accident conditions. Required by the U.S. Nuclear Regulatory Commission (NRC) under 10 CFR Part 50, the FSAR forms the licensing basis for the plant and must be kept up to date throughout the plant’s operating life.
