Are You New to NERC?​

Significant changes are coming that will require many owners and operators of large computational loads, including data centers, AI training facilities, and crypto mining sites, to register with NERC for the first time. Certrec can help guide you through this process.

Under a newly proposed rule, large computational loads connected at 50 MW and 100 kV or above will be classified as Computational Load Entities and held to mandatory federal reliability and grid-interconnection standards.

The process of registering with NERC for the first time can be difficult. Entities are responsible for understanding the standards, implementing them, and must also be prepared to document and demonstrate compliance for a NERC audit. Failure to do so can result in fines, penalties, and reputational damage.

NERC's Proposed Computational Load Standards

NERC’s Reliability Standards define the requirements for the planning process and operations of the Bulk Power System. Three new standards are being developed to bring computational loads into that framework. The upcoming standards include:

  • CLO-001-1 – Computational Load Interconnection, Studies, & Modeling Data
  • CLO-002-1 – Computational Load Operational Data and Communications
  • CLO-003-1 – Computational Load Protection Coordination & Disturbance Monitoring

Interconnection, Studies & Modeling

Applies to Computational Load Owners, Planning Coordinators, Transmission Planners, and the TOs, DPs, and GOs they interconnect with:

  • Documented interconnection requirements
  • Coordinated reliability impact studies
  • Steady-state, dynamic & short-circuit modeling data
  • Model verification against as-built equipment

Operational Data & Communications

Applies to Computational Load Owners and Operators, alongside BAs, TOs, TOPs, RCs, and DPs they exchange data with:

  • Data specifications for real-time monitoring
  • Interpersonal communication capability
  • Compliance with Operating Instructions
  • Operator training and communication protocols

Protection Coordination & Disturbance Monitoring

Applies to Computational Load Owners, mirroring the high-resolution monitoring already required of inverter-based resources under PRC-028:

  • Sequence-of-event, fault & disturbance recording
  • UTC time synchronization of recorded data
  • Protection system settings coordination
  • Data retrieval within 15 days of a request

Timeline for the New Standards

 Project 2026-02 is being developed on an expedited timeline, targeting NERC Board of Trustees approval by the end of 2026. The NERC Large Loads Working Group’s SAR Roadmap also points to a second phase of standards development to follow.

Standard Authorization Request approved

NERC's Standards Committee approved the SAR for CLO-001, CLO-002, and CLO-003 for posting.

SAR posted for industry comment

Formal drafting began, backed by a Short-Term Advisory Group of more than 100 industry volunteers.

July 2026
FERC orders NERC to act

FERC issued an order in Docket No. RD26-7-000 directing NERC to file computational load Reliability Standards, and related registry criteria revisions, by December 31, 2026.

December 2026
FERC-directed deadline for NERC Board of Trustees adoption

NERC will also seek Board approval of the related registry criteria in December 2026, followed by the applicable regulatory approvals needed before the standards take effect.

Computational Load registration begins

NERC Registration Staff expects Computational Load Owners and Operators to begin registering as new Functional Entities.
