MISO Announces Selected Developer for Competitive Transmission Project in Kentucky

MISO announced today that Republic Transmission, LLC (Republic) will lead development of the Reid Extra High Voltage (EHV) – Indiana/Kentucky State Line (RIKY) 345 kV Competitive Transmission Project. This project is the first competitively bid project from the Long Range Transmission Planning (LRTP) Tranche 2.1 portfolio approved by MISO’s board of directors in December 2024.

“The selected proposal includes a lower cost than that of the next closest developer and strong cost containment for the next 40 years after the project is in-service,” said Jeremiah Doner, MISO’s director of cost allocation and competitive transmission. “Republic’s proposal also features thorough design studies, a well-supported proposed routing and robust operations and maintenance plans.”

The new 345 kV line will connect to the Reid EHV substation in Kentucky to the Culley substation in Indiana with the Republic building, operating, and maintaining the portion of the line from the Reid EHV substation and crossing the Ohio River at the Kentucky/Indiana state border.

“Republic will execute the Selected Developer Agreement after an in-depth competitive selection process that included three proposals from two developers,” said Doner. “We look forward to working closely with the developer, regulators and other stakeholders to ensure the project is completed successfully and on schedule.”

MISO evaluates proposals based on cost and design, project implementation, operations and maintenance, and transmission planning participation – all relevant factors in ensuring project success. MISO used the established criteria and competitive selection process as described in its Tariff to evaluate proposals, and ultimately to select the developer.

MISO issued a request for proposals on January 31, 2025, and developers had until May 1, 2025, to complete their submissions. This is the first of seven competitive projects identified out of LRTP Tranche 2.1 to complete the competitive selection process. The project is expected to be in-service by June 2032. LRTP is a component of MISO’s Response to the Reliability Imperative – the shared responsibility of MISO and its stakeholders to address the urgent and complex challenges to the electric grid.
