Nuclear Performance Expert Tom Houghton Joins Certrec’s Office of Performance Improvement

Former Nuclear Energy Institute (NEI) Senior Director and NRC Reactor Oversight Process Expert to Guide Certrec Clients in Performance Improvement

Certrec’s Office of Performance Improvement (OPI) provides Chief Nuclear Officers with Problem Identification, Corrective Action, Safety Culture Assessment, Regulatory Strategy, 9500X Recovery, Communications Planning, Inspection Preparation, and Effectiveness Monitoring to address cross-cutting issues. 

“Tom Houghton has over 40 years of nuclear power experience including operation and maintenance of the Navy’s largest reactor plants and regulation at the US Nuclear Regulatory Commission (NRC),” says Ted Enos, CEO of Certrec. “As an eleven year veteran of the Nuclear Energy Institute (NEI), Tom’s insight on Reactor Oversight Process (ROP), regulatory licensing and compliance, regulatory strategy, corrective action, safety culture and performance improvement is regularly sought by nuclear utilities and national laboratories.” 

A graduate of the U.S. Naval Academy, Tom qualified as Chief Nuclear Engineer and served in the surface fleet. As a Licensing Project Manager for the Nuclear Regulatory Commission (NRC), Tom was responsible for reviewing reactor plant design, engineering, construction, operations, emergency planning and security, environmental siting, and quality issues. Prior to NEI, Tom provided consulting services to industry executives in the areas of recovery from the Watchlist, staffing and organization, and performance improvement. 

“Over the past three years with NEI, he was instrumental in developing NEI 09-07, “Fostering A Strong Nuclear Safety Culture,” says Ted Enos. “Tom then piloted the initiative at four nuclear plants before it was accepted by the nation’s CNOs as an industry initiative.
