NERC Files IBR Registration Update, Marking Milestone for Grid Reliability

NERC filed its Inverter-Based Resource (IBR) Registration work plan update with the Federal Energy Regulatory Commission (FERC), which reports that NERC and the Regional Entities have processed registration for 100% of entities with identified inverter-based resources (IBRs). This closes a critical reliability gap and advances ongoing efforts to identify, register, and support IBR owners and operators across North America.

With this filing, the ERO Enterprise has completed Phase 3 of its FERC-approved work plan, which sought to send registration notifications to 100% of IBR facilities that meet the registry criteria and are currently or planned to be in service by May 15, 2026. The filing represents a significant step forward in improving visibility and oversight of previously unregistered IBR facilities, providing a stronger foundation for planning, operations, and risk management. 

“This work improves industry’s ability to understand and address emerging reliability risks as the resource mix continues to evolve,” said Howard Gugel, NERC’s senior vice president of regulatory oversight. “Our efforts do not stop here. The ERO Enterprise remains committed to continuing this work, supporting newly registered entities, and working alongside industry to maintain a reliable, secure, and resilient bulk power system.”

While this filing concludes the FERC-approved three-year work plan, efforts to identify and register applicable entities will continue. As new IBRs are developed and interconnected, the ERO Enterprise will continue identifying and registering entities that meet the registration criteria and supporting those entities as they transition into compliance with NERC’s Reliability Standards.

Additionally, the ERO Enterprise will continue offering outreach opportunities for upcoming reliability standards applicable to both Category 1 and Category 2 generator owners and generator operators, such as PRC-028-1, PRC-029-1, PRC-030-1, and MOD-026-2. Details about upcoming outreach, including webinars, Currently Compliant podcast episodes, and Small Group Advisory Sessions, will be included in the Standards, Compliance, and Enforcement Bulletins and on the IBR Registration Initiative page. Registered entities with specific questions should contact their regional entity. 

The IBR Registration Initiative was developed in response to a 2022 FERC order and reflects coordinated action across the ERO enterprise and support from extensive outreach and targeted engagement with the regional entities, registered entities, industry, and state, federal, and provincial stakeholders. Together, these efforts support the reliable operation of the bulk power system during the integration of an evolving resource mix.
